How to use TAGS with dynamic category

Greetings,

Is it possible to use dynamic category and have tagged or featured items ALSO display?

Examples:
1. I want all FEATURED items to display no matter what dynamic category I'm in.

2. ALWAYS show link to Start-page using tag 'start'.

I checked these options but they don't show up in the module when set to 'dynamic content'.
